Parent Teacher Organization Bylaws

Article I: Name

The name of this organization shall henceforth be called Richland Elementary School Parent Teacher Organization (RES PTO). We are located in Lynnville, TN.

Article II: Purpose

The RES PTO is organized to promote the welfare and educational purposes between Richland Elementary and the students therein; we shall have the following objectives in doing so:

a. To support and promote Richland Elementary School in its efforts to educate our children.

b. To build a partnering atmosphere, including but not limited to enhanced communications between school administrators, faculty, staff and parents as to provide for the betterment of our children.

c To promote programs that result in excellence and achievement at the individual and school levels.

d.To enhance the overall educational environment by promoting volunteerism and parental involvement.

e. To raise funds to help provide for the above.

Article III: Membership and Dues

a. This PTO shall conduct an annual membership drive to enroll members, but we may admit members at any time throughout the year.

b. Membership shall be open to any and all interested families with students that attend RES, as well as the faculty and staff of RES.

c. Membership shall also be extended to any person(s) in our community that is interested in the purpose for which our PTO has been organized and they must be willing to uphold the policies set herein and subscribe to the bylaws.

d. The annual dues shall be voted on by the officers at the beginning of each year. Membership in the RES PTO shall be on a year to year basis. Each year officers will decide to collect or not collect dues. If collecting dues officers will determine amount of dues.

e. The fiscal year of this PTO runs from July 1 thru June 30.

f. Towards the end of the fiscal year, this organization shall have a financial review on the books of all transactions in that fiscal year. The financial review will be conducted with all officers present.

Article IV: Governing Provisions and Policies

a.This PTO is organized as a non-profit organization. The use of funds, dues, and/or proceeds derived by this organization shall be dispersed with members approval for the benefit and improvement of the school and should be prioritized in the following manner:

1.Programs directly impacting student education and/or student welfare and safety.

2. Other programs that directly support the objectives listed in Article II.

b.This PTO shall be non-commercial, non-sectarian, non-partisan, non-political, and non-discriminatory. The names of its members and officers shall not be used in any manner other than in the regular work of the organization.\

c.This PTO shall not in any way seek to direct the administrative activities of the school or try to control their policies.

d. School Administrator should address Executive Team as a whole if such questions and/or concerns arise. Administrator should contact President to request a meeting with the Executive Team.

e.In the event of dissolution of this organization, a committee shall be immediately appointed by the organization to disburse all funds on hand within thirty (30) days of dissolution date. This disbursement shall be of benefit to the school under the laws of the State of Tennessee.

Article V: Officers/Executive Team

a.The officers shall consist of the following: a president, a vice-president, a secretary and a treasurer. These officers shall be chosen from those who are in good standing in the organization. These members shall all have voting rights.

b.The executive team shall consist of the above mentioned officers as well as three(3) faculty members these faculty members will be volunteers from the staff and should consist of one faculty advisor vice-president, a faculty advisor secretary, and a faculty advisor treasurer. Each of these members shall have voting rights

c.Elections shall be for a one (1) year term and officers shall be restricted to two (2) consecutive terms in the office served at which time they must step down for at least one (1) year or be appointed to another office. However the treasurer be elected to a two (2) year term with no more than four (4) consecutive years in term. Faculty advisors shall have the option of remaining in office or resigning at the end of each term.

d.The election process of our officers shall be completed by May of each year, so that the majority of our members will have a say in the voting process.

1.Names of the person with intent of running for an office must be turned in at the general meeting in March

2.\tab A slate of potential officers will be voted on and elected during the general meeting in April.

3.In the event that an office is not filled during the April meeting then nominations will remain open and voted on during the general meeting in May.

e.No member shall hold more than one office at a time.

f.All elections shall be by majority vote. Each member present shall be entitled to one vote on each matter that is submitted to a vote of the members.

g.The executive team shall meet monthly during the school year, unless special meetings are called.

h.Five (5) members shall constitute a quorum for the transaction of business in any meeting of the executive team.\par

i.The duties of the Executive team include the following:

1.To transact necessary business in the intervals between organization meetings and such other business as may be referred to it by the organization.

2.May authorize payments of routine organization bills within the limits of the budget adopted by the PTO and may authorize payment of other bills not to exceed a total of $150.00 between general meetings of the PTO. Such actions shall be disclosed at the next general meeting and shall be recorded in the minutes.

3.Shall fill vacancies in office, including that of President. Interim officers will be elected by the executive team for the remainder of the current term.

Article VI: Duties of Officers

The duties of the President shall be as follows:

1.Shall serve and preside over all meetings of the organization and the executive team, and set the agendas for the meetings.

2.Coordinate and monitor the work of officers and committees of the PTO in order that the objectives may be accomplished.

3.Shall perform such other duties as may be prescribed in these bylaws or assigned by the RES PTO.

4.Ensure all contracts and/or legally binding documents are approved by the PTO prior to signing.

5.If officer in above said position is not performing their duties as stated above a warning by the executive team shall be given to said officer. If officer continues to fail to perform duties according to RES PTO bylaws the current executive team shall remove officer by majority vote. In addition if officer has behavior unbecoming of RES PTO representative or RES representative then executive team shall review actions and determine consequences which may include dismissal by majority vote. The duties of the Vice-President/Faculty Advisor Vice-President shall be as follows:

1.Shall take charge of all responsibilities of the President in her/his absence.

2.Shall work in any capacity delegated by the President and executive team for the fulfillment of all school related activities, fund-raisers, etc.

3.Shall be responsible for encouraging and maximizing the PTO membership.

4.Shall help with the orientation of volunteers for any fund-raising events.

5. Shall screen and research any new ideas about fundraising and give a report to the executive team about such research.

6.Shall help with final fundraising plans and timelines.

7.If officer in above said position is not performing their duties as stated above a warning by the executive team shall be given to said officer. If officer continues to fail to perform duties according to RES PTO bylaws the current executive team shall remove officer by majority vote. In addition if officer has behavior unbecoming of RES PTO representative or RES representative then executive team shall review actions and determine consequences which may include dismissal by majority vote.The duties of the Secretary/Faculty Advisor Secretary shall be as follows:

1.Shall keep a complete record of the proceedings of each meeting and read the minutes or make available a copy for members at each meeting so they may be voted upon.

2.Shall keep a complete record of the executive meetings.

3.Shall be prepared to refer to minutes of previous meetings if needed.

4. Shall keep a current copy of bylaws and constitution, including any addendums and shall have this copy at all meetings

5. Shall keep attendance records of all officers for each meeting.

6 Shall perform other such duties as may be delegated.

7. If officer in above said position is not performing their duties as stated above a warning by the executive team shall be given to said officer. If officer continues to fail to perform duties according to RES PTO bylaws the current executive team shall remove officer by majority vote. In addition if officer has behavior unbecoming of RES PTO representative or RES representative then executive team shall review actions and determine consequences which may include dismissal by majority vote. The duties of the Treasurer/Faculty Advisor Treasurer shall be as follows:

1. Shall receive all monies for the organization, giving receipts and depositing them in RES PTO bank account.

2. Shall keep permanent books and accurate accounts and records that shall be sufficient to establish the items of gross income, receipts and disbursements of the organization. The books and records shall be at reasonable times open to inspection by any member of the organization in the presence of a witness.

3.Shall be ready to give a report to at each meeting of members

4. Shall receive and maintain a copy of all deposit slips for any deposit made.

5. Shall secure two (2) signatures on all checks. The following officers are authorized to sign: President and Treasurer. At no time shall the signers be related by blood, married, or reside at the same address

6.Shall keep accurate records in a ledger, this is the permanent record of the PTO. All financial records shall be kept for a period of seven (7) years, including the present year.

7.Shall be responsible for filling out and forwarding tax information and forms required by any government agency to an independent agent as may be delegated.

8. If officer in above said position is not performing their duties as stated above a warning by the executive team shall be given to said officer. If officer continues to fail to perform duties according to RES PTO bylaws the current executive team shall remove officer by majority vote. In addition if officer has behavior unbecoming of RES PTO representative or RES representative then executive team shall review actions and determine consequences which may include dismissal by majority vote.All officers will have a key role in the following: Developing and delivering school and community wide communications from the PTO. 2.Ensure accurate and timely communication between all PTO members, parents, school staff, teachers, and local media.3.Responsible for mass media.

Article VII: Committees

Committees shall be formed to provide specific services throughout the year. These committees shall be appointed for a specific time period each year IE: Fall Carnival, Raider Romp, etc.

Article VIII: Meetings

General meetings of the PTO will be held during the school year. The dates of the meetings shall be determined by the executive team. At each meeting, the next meeting date will be announced. Members present at a duly called meeting shall constitute a quorum. All minutes of a general membership meeting shall be made available following the meeting. All minutes of any PTO meeting including executive team meetings shall be made available upon request.

Article IX: Amendments

These bylaws may be amended at any general meeting of the membership by two-thirds (2/3) vote of the members present and voting, provided the proposed amendment has been approved by the executive team and read at the previous meeting of the organization.

Article X: Parliamentary Authority

Robert's Rules of Order, Newly Revised, shall be the governing authority of the RES PTO in any parliamentary question not covered in these bylaws, but which are consistent with these bylaws.

 

 

Campbell Soup Labels for Education- Collect the labels from Campbell Soup and turn them in to the school. The labels are sent in to receive equipment and supplies for the school.

Box Tops for Education- Collect the box top labels to help our school raise funds to help our students.
